¡½Initiatives in Quality Education
¡@¡@Abstract This paper attempts to analyse the characteristics of the grade descriptors and indicators of the effective teaching and learning domain of the Outstanding School Award Scheme launched by the Hong Kong Government. It also explores the relationships of the indicators of the scheme to the Quality Assurance Inspection framework in Hong Kong and contemporary literature in school effectiveness and improvement. In addition, this paper also analyse the possible limitations of the scheme and explores the implications of launching of the "Teaching and Learning Domain" of the scheme for the development of quality teaching and learning culture in Hong Kong schools.
