Dr. Li holds a Ph.D. degree specialised in Information Technology and Teacher Education and a master degree in educational evaluation. He has over seventeen years of experience in teacher education. He has been the project leader and expert member of various Education Bureau (EDB) commissioned and Quality Education Fund projects in which he has made contribution to the design and development of different kinds of software for the education community in Hong Kong. These projects include: ‘Development of an E-platform for School Development and Accountability (ESDA)’, ‘Development of a Self-evaluation Platform (SEP) on Information Technology in Education (ITEd) for Schools’, ‘Use of Information Technology Resources to Explore and Establish Learning and Teaching Strategies for Coping with Individual Differences in Primary Classrooms’, ‘Making the Differences - Widening Options for Primary School Students Through Use of IT’, and ‘Use of a Diagnostic Tutorial Assessment System (DTAS) and an Intelligent Content Assessment (ICAM) in Learning Science. He also has completed a two-year research project commissioned by EDB - ‘Phase (I) Study on Evaluating the Effectiveness of the ‘Empowering Learning and Teaching with Information Technology’ Strategy (2004/2007)’ which is an important study for the on-going development of ITEd in Hong Kong.
