Mr. Leung Yui-kei, Francis graduated from the University of Hong Kong with a Bachelor of Arts and a Master of Arts degree. He obtained his Diploma of Education from the Chinese University of Hong Kong. Before joining the Hong Kong Institute of Education, Mr. Leung has been working in the universities in Hong Kong and the Hong Kong Examination and Assessment Authority for more than 25 years. Mr. Leung specializes in public administration, China and Social Studies. Mr. Leung has been member of the Hong Kong Diploma of Secondary Education Examination Liberal Studies Working Group on Independent Enquiry Studies (2006-08) and the Secretary of the Liberal Studies Independent Enquiry Studies Handbook Committee (2006-08). Mr. Leung’s current research interest is cross border education.
