The Hong Kong and International Educational Policies: A Handbook aims to provide a handy and essential reference for educators, policy makers, scholars and researchers in ongoing educational policy discussion, formulation, and reformulation, as well as practice for educational reform. This publication is sponsored by the Education Department of Hong Kong Special Administrative Region (SAR) Government, Subsidized Primary Schools Council (SPSC), Hong Kong Subsidized Secondary Schools Council (HKSSSC), and Asia-Pacific Educational Research Association (APERA).

The Handbook is a digest of policy review and recommendation. Incorporated in it are extracts from 48 important Hong Kong educational policy documents published over the past few decades (1965-2001). It also provides an overview of 2,537 international documents on educational policy in 38 countries/areas released since 1990. Most of the Hong Kong documents have system-wide implications for the local education system; some generate substantial influences on particular domains or issues of education; and some have long-lasting impacts on student learning outcomes.
