The Asian Association for Public Administration (AAPA) is established with the aim to expand and improve research and academic exchange on public administration and management in the Asian region. AAPA will keep friendly rapport with other organizations involved in public administration in the Asian region and beyond.
For this objective, the Association holds conferences and symposia on an annual basis in one of the locations in the area.

2001
First Asian Forum on Public Management held in Hong Kong, initiated by Professors Akira Nakamura (Japan), Pan Suk Kim (Korea), Jon Quah (Singapore) and Anthony Cheung (Hong Kong)

2001-09
Annual conferences of Asian Forum on Public Management held in different Asian cities and hosted by university institutions in Hong Kong, Tokyo, Seoul, Singapore, Bangkok and Puli (Taiwan). By 2009, 7 countries/jurisdictions are included in the Asian Forum on Public Management; namely, Japan, Korea, Hong Kong, Singapore, Taiwan, Thailand and Indonesia.

2009
Eighth Asian Forum on Public Management held in Puli, Taiwan, decided to make this Asian platform a more permanent group. Professor Akira Nakamura was tasked to organize an inaugural meeting and daft a charter for the proposed Asian Association for Public Administration which will be a membership organization.

2010
At the Ninth Asian Forum on Public Management as well as the inaugural meeting of Asian Association for Public Administration held in Tokyo during 29-30 January 2010, AAPA was formally established and a charter approved by participants present.

AAPA News
Matters discussed at AAPA inaugural meeting in Tokyo (30 January 2010) (Click here for draft minutes prepared by Meiji University, Tokyo)
- Establishment of AAPA was affirmed.
- A provisional Charter of AAPA was approved (click here). It was also decided that a more detailed constitution could be worked out in due course. Whether AAPA should become a legally registered association will be considered later.
- Five office-bearers were elected on two-year term, to constitute the Board of Directors:
- President – Professor Akira Nakamura (Japan)
- Vice Presidents – Professor Pan Suk Kim (Korea); Professor Jon Quah (Singapore)
- Secretary General – Professor Anthony Cheung (Hong Kong)
- Treasurer – Professor Bidhya Bowornwathana (Thailand)
- Some initial activities were discussed:
- An annual AAPA conference (cum Annual General Meeting of AAPA) as continuation of the Asian Forum. The forthcoming conference will be held in Jakarta, Indonesia in January 2011 (tentative).
- An AAPA academic journal to be considered, by way of revamping EROPA's Asian Review of Public Administration (ARPA). Professor Pan Suk Kim, currently Editor of ARPA, to discuss with EROPA.
- Taking up the suggestion of Dr Clay Wescott, to consider producing an English digest of selected non-English articles from local public administration journals in Asian countries, and to seek World Bank financial sponsorship for this endeavour.
- Membership fee of AAPA: It was agreed that the Board of Directors will formulate some proposals for discussion at the January 2011 Annual General Meeting.
- Registration of Founding Members of AAPA: The Secretary General will circulate an email with proforma to complete to all participants (current and previous) of the Asian Forum for Public Management.
- Location of Secretariat to be at the institution to which the incumbent Secretary General belongs (presently: Centre for Governance and Citizenship, The Hong Kong Institute of Education, 10 Lo Ping Road, Tai Po, New Territories, Hong Kong).

The AAPA Annual Conference 2012 will be held from 10 to 11 Februrary 2012 (Friday and Saturday) at the Hong Kong Institute of Education (HKIEd), Hong Kong, China. The conference will be hosted by the Centre for Governance and Citizenship, HKIEd. Click for Conference Details.

Provisional Charter
|
- The Asian Association for Public Administration (AAPA) is established to expand and improve research and academic exchange on public administration and management in the Asian region. AAPA will keep friendly rapport with other organizations involved in public administration in the Asian region and beyond.
- For this objective, the Association holds conferences and symposia on an annual basis in one of the locations in the area. The times, locations and hosts of the meeting are discussed and determined by the general meeting organized at the end of the annual conference.
- AAPA is made up of individual members only. The Secretary General described below shall keep the list of incumbent members of the organization. New memberships must be approved of by both the general meeting and the Board of Directors subsequently mentioned.
- AAPA has a President and two Vice presidents, in addition to a Secretary General and a Treasurer. They are selected every second year among the members of the organization at the general meeting of the Association. These officials make up a Board of Directors. They may serve for two years with a possibility of reelection, but not more than two consecutive terms.
- The Board of Directors proposes to the general meeting of the site, time and theme of each Asian Association for Public Administration conference. AAPA is held every year preferably at the beginning of each calendar year. This may fluctuate, however, due to specific conditions of the host institution of the conference.
- AAPA shall collect membership and conference registration fees from the participants of the annual meeting. The method of collection and any other matters related to the fees are provided in a separate document.
