Professor Yin Cheong CHENG is the Vice President (Research and Development) of the Hong Kong Institute of Education (HKIEd). He is also Head of the Asia-Pacific Centre for Education Leadership and School Quality. He is the President of the Asia-Pacific Educational Research Association (APERA) that was established by 22 national and international organizations in 14 countries in the Asia-Pacific Region. He had served as a full member of the University Grants Committee, a panel member of Research Grants Council, and a member of the Quality Education Fund Steering Committee of the Hong Kong SAR Government. Previously, he was the associate director of the Hong Kong Institute of Educational Research and professor in the Department of Educational Administration and Policy of the Chinese University of Hong Kong.

Prof. Cheng holds a doctorate from Harvard University. He has had extensive experiences in both education and research as a teacher, vice-principal, consultant, and researcher. He has undertaken a number of research projects on education effectiveness, leadership development, education quality, and school management reform with the support of Competitive Earmarked Research Grants from the Research Grants Council. Prof. Cheng has published 18 books and nearly 200 book chapters and academic journal articles in Australia, Hong Kong, Korea, Mainland, Netherlands, Germany, Slovenia, Israel, Taiwan, Thailand, USA, and UK. Some of his publications have been translated into Chinese, Hebrew, Korean, Spanish, Czech, Thai and Persian languages. Recently, he published a new book ¡§A new paradigm for reengineering education: Globalization, localization and individualization¡¨ ( 2005 , Springer) that includes 22 chapters and over 500 pages representing his latest research in this area. He was the editor in chief of the Asia Pacific Journal of Teacher Education and Development (1998-2003). He is at present serving on the advisory boards of 13 international journals. He is also the associate editor of the International Journal of Educational Management ( UK ).

Prof. Cheng's research has won him a number of international awards and recognition including the Awards for Excellence from the Literati Club in UK in 1994, 1996-98, 2001, 2004 and 2005. In 1999, he was awarded as the Fellow of the Hong Kong Educational Research Association. He has served as panel member, researcher, consultant, external examiner or reviewer of local and international universities and research institutions. In these few years, Prof. Cheng has also been invited to give nearly 60 keynote/plenary presentations by national and international organizations such as APEC, UNESCO, UNICEF, ICER, ICSEI (Australia, Hong Kong, Canada, & China), International Baccalaureate Organization (IBO), Ford Foundation (US, Africa), World Bank, SEAMEO RIHED (with Chulalongkorn University), NIEPA and NCERT (India), ONEC/OEC (Thailand), ACEA (Australia), NIER (Japan), Ministry of Education of Israel, Ministry of Education of Malaysia (with University of Malaya), iAPED (Korea), Scandinavian-Pacific Conference (Sweden), International Seminar (Erfurt, Germany), ICTED (Philippine), International Society of Teacher Education, Singapore Educational Research Association, Japanese Society for the Studies on Teacher Education, and Chinese Educational Research Association (Taiwan).

Prof. Cheng has very fruitful experiences in organizing and conducting leadership development programmes, seminars and workshops for local and international principals and education leaders particularly to implement educational reforms in the past decades. He has been very interested in watercolor painting since the end of 1960 s and had two invited personal exhibitions in 2001 and 2005 ( 2005 : http://www.ied.edu.hk/apcelsq/new/watercolor05/index.htm 2001:   http://www.ied.edu.hk/apcelsq/new/watercolor/index.htm ) . He was invited by the Hong Kong Museum of Art to conduct art seminars.

Professor Magdalena MOK, Mo Ching

Professor Magdalena M. C. MOK is the Director of Centre for Assessment Research and Development, The Hong Kong Institute of Education. She is also the Executive Director of Asia Pacific Education Research Association (APERA) and Council Member of the Hong Kong Examination of Assessment Authority. Professor Mok¡¦s primary research interest is in quantitative research methods and her publications have focused on the development of quantitative research methodology. Her international standing and outstanding contribution to this field is evidenced in the publication of research in flagship research journals, book chapters and international conferences participation.

Professor Mok has maintained a continuous flow of high quality publications, been awarded major competitive research grants, initiated and coordinated high-impact international research projects, and commissioned key competitive consultancy projects. Professor Mok spearheaded the first research in sample size determinations in multilevel research designs. This research is of crucial importance as it informs researchers of a critical component ¡V sample size ¡V of their research design. This pioneering work has been taken up by eight independent studies in economics, statistics, psychology and education research.

In parallel research Professor Mok has engaged in frontier studies in measurement (e.g. Mok, 2004; Wright & Mok, 2004; Mok & Flynn, 2002b; 2002c; Wright & Mok, 2000; Mok, et al., 1998; Mcdonald & Mok, 1995; Mok, 1992), multilevel modeling (e.g. Mok, 1995; Mok & Warton, 1996) and quality assurance research (e.g. Mok, et al., 2003; Mok, et al 2003 Jan; Mok & Au, 2002 Jan). Prominent publications include a co-authored book entitled Catholic Schools 2000: A Longitudinal Study of Year 12 Students in Catholic Schools 1972-1982-1990-1998 with Dr Marcellin Flynn. This longitudinal research was informed by her background in multilevel modeling. This work made a significant contribution in that it provided a unique and valuable insight into the history and development of Catholic education in New South Wales. The findings have system-wide implications for the New South Wales Catholic education system.

Professor Mok has engaged in on-going research in self-directed learning which began soon after joining The Hong Kong Institute of Education in 1999. This work is of crucial importance because self-directed learning is fundamental to lifelong learning and central to Hong Kong education reform. Her research has established a strong theoretical framework for self-directed learning in Hong Kong (Mok & Cheng, 2002; 2001), which provided solid underpinnings for subsequent empirical research in the primary school context (Mok, 2004; Mok, et al, 2005) and in higher education (Mok & Lung, 2003 Feb; Lung & Mok, 2003 Feb; Chin, Mok & Chung, 2003 July).

Throughout her research career, Professor Mok has maintained an excellent track record in attracting and completing 20 competitive grants (14 competitive research grants, 4 Special Project Initiative Funds and 2 Teaching Development Grants). The funding has supported a scholarly output of over 90 publications. By virtue of her field of expertise, the projects are usually collaborative in nature and she contributes to the research methods and data analysis as well as the production of quality output. Good methodology is the first and most important component for the success of any scholarly investigation.

Professor Mok¡¦s expertise as an authority on quantitative research methods has been sought by a number of institutions including the Council of Australian Government (COAG), New South Wales government, the British Council, New South Wales Catholic Education Commission and others. These research consultancy projects, apart from publications, have system-wide implications for the local education system and long-lasting impact on student learning outcomes.

Eminent consultancy research includes the parallel research-consultancy projects for Education and Manpower Bureau of the Hong Kong government on the development of indicator systems for value-added by schools on academic (together with Professor Peter Hill, Melbourne University) and affective schooling outcomes (headed by Professor Phillip Moore, HKIEd). Both indicator systems have been adopted by the government for use in all primary and secondary public sector schools for self-assessment and continuous improvement.

Dr Cheng May Hung, May is the Associate Dean (Programmes), Faculty of Languages, Arts and Sciences of The Hong Kong Institute of Education. She teaches General Studies, Science education and Biology education in teacher education programmes at degree and post-graduate levels.

Dr. Cheng specializes in teacher development, science education and field experience. In the past five years, she has conducted a number of research projects funded by the HKIEd as a principal investigator. She was also the project leader of an action learning project funded by the University Grants committee which was successfully completed in 1999. At present, Dr Cheng is the local science project leader of an international project named the "Schools Around the World" (SAW). This project is funded by the Quality Education Fund locally. The SAW is an international project co-ordinated by the Council of Basic Education (CBE) of the USA aiming at developing a world class standard of students' work. This five-year project is highly commended by the United States Department of Education. It involves nine regions/nations, including Australia, The Czech Republic, France, Germany, Hong Kong, Japan, Portugal, the United Kingdom, and the United States. Dr. Cheng has presented papers in the UK, China, Germany, Australia, New Zealand as well as in the annual conference organised by the American Educational Research Association. She has published extensively in local and international journals like the Educational Research Journal, the Journal of Science and Mathematics Education in Southeast Asia, the Journal of Biological Education and the Asia-Pacific Journal of Teacher Education and Development. She is also one of the executive editors of the online journal, Asia-Pacific Forum on Science Learning and Teaching. Her publications include Teaching science with a constructivist view of learning ¡V What does it mean in practice?, Developing alternative forms of students¡¦ work in science ¡V Raising students¡¦ active learning ability, and a series of four educational CD-ROMs titled as Science teaching in Hong Kong ¡V Exemplars of good teaching practices.

Apart from conducting research projects, Dr Cheng is experienced in organising in-service teacher development workshops for primary teachers. She has also organized teacher development workshops for the Asia-Pacific Centre for Education Leadership and School Quality as well as a number of schools on various themes including interdisciplinary teaching, learning and assessment and lesson observation.

Dr. Francis CHEUNG, Wing Ming
Deputy Secretary General, Hong Kong Examinations and Assessment Authority

Dr. Francis CHEUNG, Wing Ming is the Deputy Secretary General of Hong Kong Examinations and Assessment Authority and Expert Member of the Asia-Pacific Centre for Education Leadership and School Quality. He has rich experience in the education field as teacher in secondary school, lecturer at College of Education, inspector of schools, and lecturer at The Hong Kong Baptist University to develop its BEd (Hons) program for primary school teachers and administrators.

Dr. CHEUNG has also been providing a great number of consultancy services to school development programs of local primary and secondary schools. He was Chair of the Outstanding School Award work-group of the Quality Education Fund of the Education and Manpower Bureau of the Government of Hong Kong Special Administrative Region. He also serves on the School-Based Management Advisory Committee, Think Tank of IT in School Education, and Steering Committee of the School Professional Collaboration Project of the Education Department. He is also a member of the Catholic Education Development Committee of the Hong Kong Catholic Church and a member of the Hong Kong Odyssey of the Mind Steering Committee.

Dr. CHEUNG had organized and conducted research seminars and workshops for academic staff members of the Institute. He had provided consultancy services and was involved in a number of local and international research projects. He had led a Hong Kong team to participate in the five-year eleven-nation Schools Around the World International Project. He was also the local consultant to the Ontario Institute for Studies in Education of The University of Toronto research team in their consultancy project on Hong Kong teachers' professional relevance commissioned by the Advisory Committee on Teacher Education and Qualifications in Hong Kong.

Dr. CHEUNG had been an executive editor of the Asia-Pacific Journal of Teacher Education and Development and the chief editor of the Journal of Quality School Education. He has published widely in local and international journals. His academic work with Professor CHENG Yin Cheong has won international recognition on a number of occasions. In 1998, the Literati Club of U.K. awarded their Strategies for Implementing Multi-Level Self-Management in School the Award of Excellence - Highly Commended Article, and later in the year, the ANBAR Electronic Intelligence of UK awarded the same paper the "Award for Citation of Excellence". Their papers on A Framework for the Analysis of Educational Policies, and A Multilevel Framework for Self-Management in School had also won the same Literati Club Award in 1996 and 1997 respectively. In 1998, their research proposal on School-Based Management: Multilevel Self-Management and Education Quality in Hong Kong Primary Schools won the Competitive Earmarked Research Grant from the Research Grants Council of HKSAR Government and has been rated as one of the highest internationally competitive standard projects.

Dr. Margaret HUI, Ming Fai

Dr. HUI Ming-Fai received her Ph.D. in 1980 in curriculum and Instruction from the College of Education, Southern Illinois University at Carbondale, U.S.A. Recipient of a distinguished two-year University Fellowship Award for her doctoral studies, she maintained an outstanding academic record and specialized in curriculum design and program evaluation with a concentration in the visual arts. During her undergraduate years, she studied at The Chinese University of Hong Kong, with a major in Fine Arts and a minor in Chinese Language and Literature.

During her stay in the United States, Dr. Hui was active in teaching and promoting art education and aesthetic studies and had been involved in curriculum development and teacher professional training in many school districts nationwide. In 1992-94, she coordinated the Artist-in-Residence Program which was funded by the U.S. National Endowment for the Arts to provide educational resources and support in art, music, dance and drama to many American schools.

Upon return to Hong Kong in 1996, she joined The Hong Kong Institute of Education and took up a number of major research projects such as: ¡§The Development of a Creativity Training Program for Primary School Teachers¡¨ funded by QEF, ¡§The Development of the Drama-in-Education Curriculum Project¡¨ funded by EMB, "The Development and Implementation of the Target-Oriented Curriculum" funded by ED, "Towards the Creativity Induction Program in Primary Schools" funded by the UGC Interface Grant, "Effective Models of Arts Program for Hong Kong Schools" funded by the Hong Kong Arts Development Council, and "A Comparative Study of Curriculum Approaches in Art Education in Hong Kong and Shanghai," funded by the Committee on Research and Development of HKIEd. She also serves as an advisor or consultant for several schools undertaking multiple intelligences and higher-order thinking curriculum initiatives.

Dr. Hui has published a number of articles and book chapters on curriculum and art education issues, teacher creativity, imagination and creative thinking. She has developed and taught some elective modules for both pre-service and in-service teachers on nurturing teacher creativity. At present, she is co-editing a book on "Curriculum Development and Teaching Innovations" to be published by the School of Foundations in Education and has served as a Special Issue Editor on ¡§Teaching and Learning Action Research in Teacher Education¡¨ published in Dec, 2003 by the Asia-Pacific Journal of Teacher Education, Centre for Institutional Research and Development, HKIEd.

Dr. Edmond LAW, Hau Fai

Dr. Edmond Law has been in headship positions in Department of Curriculum and Instruction and leadership positions for program development in The Hong Kong Institute of Education since 1995. He is currently an Associate Professor of C&I Department and is Chairman of the Teaching and Learning Committee of the Department. Before joining the Institute, Dr. Law was a senior curriculum officer in the Curriculum Development Institute Education Department responsible for development of modular curriculum (1993-1995) and had been a teaching consultant of the Department of Education Hong Kong University specialized in classroom language and educational studies (1997-1993). He was also a primary and secondary school teacher, teaching English, History and Social Studies before he joined the tertiary sector.

Dr Law graduated for his B. Ed. degree at the University of London Institute of Education in 1985 and his M.Phil. degree at Cambridge University in 1986, the major areas of his studies were curriculum studies, curriculum design and organization. Dr. Law completed his PhD study in 1998 at Hong Kong University. His doctoral thesis focused on using Bernsteinian model of codes in understanding the reproductive functions of teacher judgments towards children.

He has been principal investigator and project leader for a number of research projects. His completed research projects are on areas of school based curriculum development and curriculum leadership, one was funded by HKIED Internal Research Grant (1999-2001) and the other by HK Quality Education Fund (2001-2003). He is now co leading another QEF project with Chun Tok School for the Deaf on developing integrated curriculum for children with special needs 2003-2005.

During 1998 to 2003, Dr Law has been visiting scholar in different countries for his pursuit of academic excellence. The places he visited including East China Normal University in Shanghai (May 1998, November 2003), Shenyang University Teachers¡¦ College in Northeast China (December 2003), Louisiana State University in USA (April 2000), Tokyo Gagukei University in Japan (July 2000), Homerton College Cambridge and University of East Anglia in England (May 2001).

Dr. Law has been invited to serve as examiner and assessor for a number of academic boards that lead to conferment of internationally recognized qualifications and academic status. He has been Principal Examiner for Cambridge International Diploma for Teachers and Trainers offered by University of Cambridge Local Examinations Syndicate since 2002, as well as External Examiner for the Certificate course in School Self Evaluation: the Basis for School Management and Improvement, HKU SPACE from 2003-2006. He was an external examiner for Open University of Hong Kong from July 1996 to March 2001. He also served as external examiner appointed by Bristol University England for a candidate reading for a doctoral program in education in 2002. He also served on the validation panel for a doctoral degree in education offered jointly by HKU SPACE and Nottingham University in 2002. .He has been an active external assessor of research proposals for Research Grants Council UGC Hong Kong since 1999.

He also serves in the capacity of academic advisor internationally. He is a part time professor of the National Institute of Curriculum and Instruction East China Normal University in Shanghai China, a member of her Academic Council, a member of the international editorial board for "A Library of the New Theories of Curriculum and Instruction", and a joint supervisor of PhD studies for two students in curriculum studies in East China Normal University.

Dr Law has been taking a proactive role in supporting the education community both local and overseas, notably in curriculum planning, management and administration, and evaluation design and implementation. He has conducted numerous workshops on school based curriculum development and curriculum design issues for teachers in schools as well as effective teaching and assessment in higher education institutions for teachers in local tertiary institutions. He is consultant to four primary and secondary schools on Whole School Approach to Curriculum Planning, English Curriculum Planning and Teaching. He has also been invited to conduct training courses for senior managers from training departments of the government, multinational companies and adult education faculties of the universities, commissioned by Cambridge University Local Examinations Syndicate England, and human resources development agencies in mainland China.

Dr Law is currently the vice chair of Hong Kong Association for Supervision and Curriculum Development, the regional representative on the General Assembly of the International Association for Advancement of Curriculum Studies USA and a member of the Association for Supervision and Curriculum Development (ASCD) Leadership Council USA.

Mr LI, Kai Ming

Dr. Li holds a Ph.D. degree in Information Technology and Teacher Education and a master degree in educational evaluation. Dr. Li is currently an Assistant Professor in the Department of Mathematics, Science, Social Sciences and Technology and has over ten years of experience in teacher education. His major teaching and research areas include: Information Technology in Education, Educational Technology, Instructional Media Design and Development and Educational Assessment.

Dr. Li has consistently been active in leading educational practitioners in the use of information technology in education. He made significant contribution to the development and implementation of the learning programmes for Information Technology Education Competency (ITEC) for all the student teachers in the Institute. Currently, he is a project leader for an EMB commissioned project ¡§Development of a Self-evaluation Platform on Information Technology in Education (ITEd) for Schools¡¨ where he has had the opportunity to generate creative ideas and has developed a set of self-evaluating systems for all school sectors in Hong Kong which will be rolled out in 2005.

Dr. Li is an excellent teacher educator. His experience encompassed the professional development of Malaysian primary school (UCSTAM) teachers, a programme jointly organized by the Asia Pacific Centre for Education Leadership and School Quality and the Department of Information and Applied Technology of the Institute. More recently he has also participated in the planning and delivery of a teacher training programme entitled ¡§Progressive Course on Using Information Technology in Project-based Learning for Primary School Teachers¡¨ funded by Education Manpower Bureau (EMB). In addition to training teachers, Dr. Li had been a member and a leader of various research and development projects funded by the Institute, the Quality Education Fund and the Education Manpower Bureau of Hong Kong.

Apart from teaching and engaging in IT-related projects, Dr. Li had presented and published papers in various international conferences. He has also been a reviewer for the International Conference on Computer in Education. He was the keynote speaker on the use of information technology in education at the conference co-organized by Chinese University of Hong Kong and the E-learning center, Department of Education, Guangdong Province for the education delegates from Guangdong Universities.

Dr. Li is devoted to serve the community. He is a IT consultant for several local schools specializing in providing advice on the application of information technology in teaching and learning. He has been frequently invited to give speeches to various school development seminars.

Dr. Winnie SO, Wing Mui

Dr So Wing Mui, Winnie is an Associate Professor at the Department of Mathematics, Science, Social Sciences and Technology of The Hong Kong Institute of Education. She has over ten years of experience in teacher education. She has been involved in the design, validation and implementation of the General Studies and Field Experience components of various teacher education programmes at degree and post-graduate levels.

Dr. So specializes in science education, project learning, field experience and information technology in education. In the past few years, she has been the principal investigator of various research projects funded by the HKIEd Committee on Research and Development and Online/Multimedia Web-based Project Grant. She was also the project leader of an Action Learning project and a Teaching Development Grant project funded by the University Grants Committee, as well as a QEF project funded by the HKSAR. At present, Dr So has been working closely with several local schools on research of teaching and learning in primary classrooms.

Dr. So has presented papers in various international conferences in the UK, USA, China, Germany, Australia and Canada. She has publications in local and international journals like the International Journal of Science & Mathematics Education, Research In Science Education, the Journal of Science and Mathematics Education in Southeast Asia, New Horizon, Journal Of Basic Education, and the Asia-Pacific Journal of Teacher Education and Development. She is also one of the executive editors of the online journal, Asia-Pacific Forum on Science Learning and Teaching. Besides, she has been funded by the Institute/School Academic Publication Committee on publications on primary science project learning and science investigations. She is also the author of a local publication on project learning. Besides, Dr So has been involved in the production of Multimedia publications like the Resource bank of video clips for General Studies funded by the Teaching Development Grant and I-project: The use of IT in primary classrooms with the cooperation of Education Technology Unit of the Institute.

Apart from conducting research projects, Dr So has been providing consultancy services to school development programs of local primary schools on various themes including project learning, science investigation, teaching of General Studies, use of IT and lesson observation. She has also been invited to be the consultant of the subject General Studies in a few primary schools. She also served in the Ad Hoc Committee on General Studies, the Ad Hoc Committee on the review of science curriculum at primary level, and the Curriculum Development Council Committee on Science Education. Dr So has also been involved in organizing a number of local and international conferences, like the 1st International Conference on Science Literacy and Science Education in Beijing, the International Conference on Teacher Education, and the Science and Technology Education Conferences.

Dr So is actively involved in promoting science learning and project learning in local primary schools. She has been the project leader of a large scale inter-school function "Primary Science Project Competition" since 1998. The function has been well received by primary school heads, teachers, pupils and teacher educators in Hong Kong, and has been taken by schools and science educators as an annual event in project-learning. This has facilitated primary school teachers and pupils¡¦ exposure to scientific knowledge and investigative skills and their acquisition of an inquiry attitude towards science learning.

Dr. TSUI, Kwok Tung

Dr TSUI, Kwok Tung is the Associate Professor of Department of Curriculum and Instruction of The Hong Kong Institute of Education (HKIEd). He is also a member of the Executive Committee of the Asia-Pacific Centre for Education Leadership and School Quality. He has rich experience in the education field as teacher in secondary school and special education school, lecturer at the College of Education, and lecturer at the Baptist University to develop and implement the BEd (Hons) program jointly run by the University of Hong Kong - Hong Kong Baptist University - Hong Kong Institute of Education Consortium.

Dr TSUI obtained his PhD Degree from The Chinese University of Hong Kong. He specializes in teacher performance, teacher effectiveness, and school leadership. Dr. TSUI provides consultancy services to local schools and international organizations. In 2000, he has been commissioned as an international consultant for a nation-wide World Bank primary teacher project in Vietnam. Dr TSUI provides professional support to research development and staff development in the Institute. He is also responsible for facilitating and coordinating strategic research initiatives and international collaboration projects organized by CIRD.

Dr TSUI has substantial experience in conducting and coordinating large-scale research projects supported by internal and external funding. He was the coordinator of 15 HKIEd Special Interest Groups and the project coordinator of the second stage of the Hong Kong-Shanghai Curriculum Research Programme, a large-scale collaborative research project between HKIEd and East China Normal University in Shanghai. Currently, he is the project leader of the Hong Kong School Leadership Development Network Project funded by the Quality Education Fund.

Dr. TSUI has published a number of academic articles in international academic journals including the Educational Research and Evaluation Journal (The Netherlands), the Journal of Educational Research (USA), and the International Journal of Educational Management (UK). He is also one of the co-editors of three edited books on teacher education and development jointly published by the Kluwer Academic Publishers and The Hong Kong Institute of Education. Dr TSUI is an executive editor of the Asia-Pacific Journal of Teacher Education and Development and was an editor of the Paper and Monograph Series in Education published by HKIEd.

Apart from research projects, Dr. TSUI is experienced in coordinating international conferences and training programs. He was the coordinator of the International Conference on Teacher Education held in Hong Kong (ICTED 1999), program coordinator of the 1999 Comparative and International Education Society Annual Conference held in Toronto, Canada, coordinator of the International Forum 2001, held in Hong Kong. Dr. TSUI was the program leader of the Cambodian Secondary Inspector Training Programs sponsored by the Ministry of Education, Sports and Youth of Cambodia and CAMSET II (funded by British Government), and the Training Program for Malaysia Primary School Teachers of United Chinese School Teachers' Association of Malaysia.

Dr. WONG, Ping Man

Dr. Wong Ping Man is the Head of the Department of Educational Policy and Administration of The Hong Kong Institute of Education. He is the convenor of the departmental Principals¡¦ Development Programme.

Apart from other duties, Dr. Wong¡¦s contribution to the Institute is to be a programme leader and an academic staff in various leadership training programmes for principals , teachers and students. He has experiences in training principals and school inspectors in joint programmes with Sri Lanka, Cambodia, Hong Kong or the Mainland China under the sponsorship of these governments or the World Bank.

Dr. Wong is experienced in secondary education. Before joining the Institute, he was a secondary school principal. He had been the panel chairman of a subject department, a discipline master and a vice-principal. He also served the EMB and the former HKEA as a committee or working party member. He is at present a school manager of local schools. Dr. Wong is a graduate of The University of Hong Kong and the Chinese University. His areas of interests include educational management and curriculum studies.

Dr. YU, Huen

Dr. YU Huen is an Associate Professor of the Department of Educational Policy and Administration (EPA) of The Hong Kong Institute of Education (HKIEd). In the Department, he is the Convenor of Educational Management Group, a member of the Hiphang Development Programme (an institute-school network) and the Principals' Development Programme.

Dr. YU plays an active role in the participation of organizing development programmes for school administrators. He was an Advisor to the Working Group on the Professional Development of Principals of The Hong Kong Education Department (ED). He has taken part in organizing two principal training projects, namely, The Hong Kong Primary Principal Training Project (2001) organized by The School of Foundations in Education of HKIEd, The School-based Management Division of ED and The College of Education Administration of Beijing Normal University, and The New Primary Principal Training Project (2001) organized by EPA Department and commissioned by ED. Also, he was a tutor of an international project, Cambodian Secondary Inspectors Training Programme (2000), organized by The Asia Pacific Centre for Education Leadership and School Quality and The Centre for Institutional Research and Development. In addition, he has participated in the programme development in HKIEd such as Postgraduate Diploma in Education and Primary Teacher Retraining Programmes. He is currently a programme coordinator of PGDE(P)(P/T) Programme.

Dr. YU received his PhD Degree and MEd Degree from The Ontario Institute for Studies in Education of The University of Toronto and BEd Degree from The Chinese University of Hong Kong. His major research areas include school management, principal leadership and educational change. He has been actively participating in conducting educational research such as principals' transformational leadership and teachers' commitment to change, the effectiveness of public-sector primary school teachers, primary whole day school system in Hong Kong, summer creative school project, Hiphang development programme, etc.

Dr. YU has over twenty years' teaching experience including sixteen years' principalship in primary schools in Hong Kong. Moreover, the teaching and administrative experience that he obtained in Canada gave him the knowledge to compare and contrast the Canadian and Hong Kong systems. Furthermore, his long-standing personal and professional residency in Hong Kong in parochial and other domains had allowed him to benefit from and contribute to various organizations by giving talks and providing consultancy to them. He is now a central council member of a large sponsoring body and school manager of some secondary schools, primary schools and kindergartens in Hong Kong.

Dr. YUEN, Pong Yiu
Principal, Tin Ka Ping Secondary School

Dr. YUEN Pong Yiu is Principal of Tin Ka Ping Secondary School. Dr. YUEN obtained his doctoral degree at The Chinese University of Hong Kong. His major research interests include school leadership, organizational change, school-based management (SBM), teacher action learning and teacher appraisal. He has presented a number of academic papers in various conferences, and co-authored with Professor CHENG Yin Cheong and published articles in the field school leadership in local and international journals.

Dr. YUEN has rich experience in the education field as secondary school teacher, subject panel chairperson, prefect of studies, head of information technology team, and vice-principal. He is interested in studying quality school education for the underprivileged children and take steps to achieve it. Dr. YUEN has given seminars and talks to school administrators including principals and vice-principals on SBM-related issues. He has also provided consultative services and organized workshops to school personnel in these issues particularly teacher appraisal. He has gained high recognition from the participants in these services.

Currently, Dr. YUEN is member of the Working Group on Outstanding School Awards (OSA) Dissemination Activities of the Quality Education Fund (Education and Manpower Bureau, Hong Kong Special Administrative Region). He is also member of the Course Management and Quality Assurance Committee of the Division of Continuing Professional Education of The Hong Kong Institute of Education.
