Professor Brian CALDWELL is the Managing Director of Educational Transformations Pty Ltd in Melbourne and Associate Director of iNet (Global) (International Networking for Educational Transformation) of the Specialist Schools Trust in England. From 1998 to 2004 he served as Dean of Education at the University of Melbourne where he is currently Professorial Fellow in the Department of Education Policy and Management. He is a leading figure in school-based management and self-managing school. He is also an authority on leadership, resource allocation and the management of change in schools and school systems, especially change which results in significant shift in authority and responsibility to schools.

Professor CALDWELL's international work includes presentations, projects and other professional assignments in Bahrain, Britain, Canada, China (Mainland and Hong Kong), France, Israel, Kenya, Japan, Laos, Malaysia, Mauritius, Myanmar (Burma), New Zealand, Norway, Oman, Pakistan, Papua New Guinea, the Philippines, Saudi Arabia, Thailand, United Arab Emirates and the United States, with several assignments for Organization for Economic Co-operation and Development (OECD), United Nations Educational, Scientific and Cultural Organization (UNESCO), World Bank and the Asia Development Bank. In 1994, he was Wei Lun Visiting Professor at The Chinese University of Hong Kong. In 1997, he was again a Visiting Professor at The Chinese University of Hong Kong and also Distinguished Visiting Professor at The University of Southern California.

Professor CALDWELL is co-author of several books that have helped guide educational reform in a number of countries, most notably the Falmer Press trilogy on self-managing schools with Jim SPINKS: The Self-Managing School (1988), Leading the Self-Managing School (1992), and Beyond the Self-Managing School (1998).

He was President of the Australian Council for Educational Administration from 1990 to 1993. He is a Fellow of the Australian College of Education and of the Australian Council for Educational Administration. He was awarded the Gold Medal of the ACEA in 1994 for his contributions nation-wide to the study and practice of educational administration.

Professor Bert CREEMERS
Director of the Groningen Institute for Educational Research, University of Groningen

Professor Bert CREEMERS is the Director of GION, the Groningen Institute for Educational Research of The University of Groningen. He is a pioneer and leading figure of school effectiveness and school improvement. He is also an expert in methodology of educational research and evaluation, and in research on educational effectiveness, especially instructional and teacher effectiveness. He has extensive experience in educational research and school effectiveness studies. He is editor and co-editor of a number of leading international journals, such as the School Effectiveness and School Improvement, and Educational Research and Evaluation.

He is member of several national and international scientific organizations and a member of the editorial board of other scientific and professional journals. He is involved as researcher and/or as an advisor in the (evaluation of) development of education in the Netherlands and in other countries.

His main interest as becomes apparent from numerous articles and books are research and evaluation in teaching, curricula (school working plans) and textbooks, educational effectiveness and improvement, change processes and policies at the different levels in the system.

Professor Michael FULLAN
Former Dean of the Ontario Institute for Studies in Education, University of Toronto

Professor Michael FULLAN was the former Dean of the Ontario Institute for Studies in Education of The University of Toronto. He is one of the most world-renowned innovators and leaders in teacher education, educational change, and reform.

Professor FULLAN has developed a number of partnerships designed to bring about major school improvement and educational reform. He participates as a researcher, consultant, trainer, and policy advisor for a wide range of educational change projects with school systems, teachers' federations, research and development institutes, and government agencies in Canada and other countries. He has published widely on the topic of educational change. Some of the most important books include Change Forces: Probing the Depths of Educational Reform (1993), Change Forces: The Sequel (1998, 1999), The What's Worth Fighting For Series (1992, 1997, 1998), and The New Meaning of Educational Change (1991).

In May 1993, the Ontario Association of Curriculum Development awarded Professor FULLAN the Colonel Watson Award for outstanding leadership, and in December 1995 he received the "Contribution to Staff Development Award" from the National Staff Development Council. He was awarded the Canadian Education Association Whitworth Award for Educational Research in June 1997, and in February 1998 was named a Chapter Member of Kappa Delta Pi, an international honour society in education.
